The Northern Territory generally requires an overseas licence to be transferred within three months of living there. The process differs according to the issuing country, and a non-recognised-country applicant can receive an interim licence with supervision conditions before taking the practical test. Understanding that interim stage is essential before driving or booking lessons.

Check the three month rule
NT guidance applies the transfer requirement to people remaining in the Territory for a continuous period of more than three months. Do not assume that being a temporary visitor automatically provides the longer overseas-driving arrangements available in some other jurisdictions.
During any lawful overseas-driving period, the licence must remain current and you must meet the visiting-driver conditions. Carry the overseas licence and the required English translation or International Driving Permit if needed. The document must authorise the vehicle you are driving.
Record your relevant arrival dates and ask MVR about any uncertainty or claimed exemption. If the period ends before you have completed the transfer, do not assume a future appointment extends your authority. Check what licence or permit you need before continuing to drive.
Use MVR's current recognised country list
MVR publishes the countries whose qualifying licences can be transferred without theory and practical tests. Use the current list for the jurisdiction that issued your licence. A passport or nationality does not necessarily identify the issuing authority.
If the licence qualifies for that pathway, you still need to submit the application and supporting documents and complete the required eyesight, photograph and fee steps. Recognition does not remove identity verification or automatically determine every condition on the NT licence.
If the issuing country is not listed, follow the non-recognised pathway. Do not rely on an old experienced-driver table or the result received by somebody in another state. The NT process and the licence stage issued are matters for MVR to determine from your records.
Prepare the application and documents
Use the current NT driver-licence application and document checklist. Bring the overseas licence and the identity and residency evidence MVR requires. Check that names, dates and licence categories are consistent across the records.
For a non-English licence, MVR's guidance describes accepted options including an International Driving Permit, an official translation or specified evidence from the issuing authority with a translation where needed. Confirm the applicable document requirements before paying for translation work.
If the licence card does not establish when you first became licensed, ask what history evidence is needed. Keep originals available and resolve a missing or expired licence with MVR before assuming the normal current-licence transfer route applies. A private instructor cannot approve the documents for the government.
Complete the initial MVR transaction
Follow the official office and appointment instructions. MVR Darwin has an overseas-transfer appointment service; check arrangements for the office you intend to use rather than assuming every location offers the same online booking option.
The application includes an eyesight check and photograph. Provide the information requested and ask about any licence conditions before leaving. If medical evidence is required in your circumstances, complete that process as instructed.
Applicants from recognised countries follow the applicable transfer steps without the tests specified for non-recognised countries. For the latter group, the theory-test and interim-licence stages are particularly important. Confirm which route MVR has assigned before arranging practical assessment.
Understand the theory test and interim licence
For the stated non-recognised-country pathway, you must pass the theory test at MVR. Prepare using the NT Road Users' Handbook and official practice resources. Arrange any language or accessibility assistance through the government process before attending.
After you pass the theory test and pay the required licence charge, MVR issues an interim licence valid for one year. This is not an unrestricted permission to continue driving exactly as you did overseas. Read the codes and conditions on the licence and receipt.
For a class C interim licence, MVR specifies a full NT licence holder in the front passenger seat, condition XH, and zero blood alcohol concentration, condition XJ. The wording is specifically a full NT licence holder. Do not substitute a general assumption that any overseas or interstate licence holder can supervise under that condition.
Keep practice within the interim conditions
Tell the instructor that you hold an interim licence and provide the relevant conditions before the lesson. Confirm that the proposed supervision meets them. The purpose of preparation is to develop safe local driving while remaining within the authority you actually hold.
Ask for a review of observation, positioning, speed decisions and unfamiliar NT road rules. An experienced driver may need focused practice on particular tasks rather than the same plan as a complete beginner. The instructor should explain the identified gaps and how further practice will address them.
Keep the interim expiry date visible in your plan. A year can pass quickly if documents, work commitments and assessment availability delay progress. MVR states that, if the interim licence expires, you are only eligible to apply for a learner licence. Arrange the remaining steps before that point wherever possible.
Arrange the practical test directly
Use the official information to find an authorised driving examiner and arrange the required car test. Confirm eligibility, the vehicle, location, price and documents directly with that provider. Ordinary driving-instructor status alone does not establish authority to conduct the official assessment.
Read MVR's driving-test guide and ask your instructor for a readiness review. A preparation lesson should identify what remains inconsistent; it cannot guarantee the assessment route or result. Practise lawfully under the interim conditions until the official requirements have been satisfied.

Submit the result and complete the upgrade
MVR requires the practical-test result to be submitted for the interim licence to be upgraded. Its current guidance says the upgraded interim licence becomes a provisional licence. Do not assume an overseas full licence guarantees an immediate unrestricted NT licence under this pathway.
Follow the conditions on the licence or receipt actually issued, including any provisional restrictions. If another attempt is needed, use the feedback to plan practice, check rebooking requirements and continue to observe the interim conditions and expiry. A test booking does not remove the supervision requirement.
