How much an HR licence costs in Queensland

The cost of obtaining an HR licence depends on the training you need and what the service includes. There is no single government-set price for an HR training package.

Government charges

TMR's fee schedule checked on 2 October 2026 lists the following fees, effective from 1 July 2026.

TMR says a current Queensland P1, P2 or open licence is reissued with an upgraded class at no additional licence fee after the required test is passed. Different licence-issue fees can apply to other applicants. Check the live fee schedule and the payment total before paying.

Training and test-day costs

Ask for a clear breakdown of:

  • the number and length of training sessions;
  • the truck and transmission used;
  • whether the truck is supplied for the practical test;
  • any warm-up lesson, travel or waiting time;
  • additional training or vehicle hire if another test is needed;
  • the complete service price, including any compulsory platform fee.

Do not assume that a package described as test-day support includes the government test fee. Read the stated inclusions and identify which charges are payable to TMR separately.

Other possible expenses

A medical assessment may involve a separate cost if you need a certificate. Travel, time away from work and further lessons can also affect your budget. Subsidised training depends on the program, provider and your eligibility; do not assume a commercial package is government-funded.

Build a budget for the whole process

Separate confirmed charges from amounts that depend on your circumstances. The training package and government fees may be known, while additional lessons, medical evidence or another attempt remain uncertain. Keeping those categories separate makes the estimate easier to update.

Ask the provider whether the advertised total includes all compulsory charges and exactly which services are included. If a government fee is already included, do not add it again. If test-vehicle hire is separate, include it before comparing the offer with another package.

Allow for the practical costs of attending, including travel and time away from work. These are personal planning amounts rather than universal licence fees. A useful budget reflects the route you can actually complete, not a single headline price taken from an old advertisement.

Work through a clearly labelled example

Suppose a hypothetical private training and test-vehicle package costs $1,200 in total, including all compulsory private charges. Suppose it excludes the government knowledge and practical-test fees, and the applicant needs one attempt at each.

This is an arithmetic example, not a LicenceLane quote or an average market price. It excludes any medical assessment, travel, further lessons and repeat attempts. If the knowledge test is not required or a package already includes a government charge, the calculation changes.

Account for the LicenceLane booking fee correctly

LicenceLane's current platform booking fee is 3% of the service price, after any applicable discount. It is LicenceLane's separate booking and administration charge and applies across accepted payment methods; it is not a card-payment surcharge.

For a consumer price that can be calculated, unavoidable charges belong in the displayed total. A compulsory booking fee should not first appear as a surprise after a learner has selected an advertised price. Use the full purchase amount to compare services and check what the current listing includes.

Do not add another 3% when the quoted total already includes the fee. In the worked example above, the $1,200 is expressly the complete private amount. The example therefore does not add a second platform charge or suggest that government test fees are part of its calculation.

Check the financial effect of a changed plan

Ask how extra instruction would be priced if you need more practice. Establish whether a further test attempt needs another government fee, another vehicle booking or both. A package that includes one attempt should not be assumed to include unlimited attempts.

Read cancellation, rescheduling and unused-package conditions before purchase. Discounted prepaid services may limit change-of-mind refunds, but applicable Australian Consumer Law rights remain. A failure to meet consumer guarantees cannot be resolved simply by pointing to a blanket no-refund statement.

Keep records of inclusions and any agreed changes. If an appointment moves, confirm the government and private arrangements separately. This helps you understand the actual additional cost instead of assuming a new government date automatically carries every private service across.

Compare value using the same inclusions

Compare your individual driving time, transmission, vehicle access and instructor support. A shared session or a package with substantial waiting time may provide a different learning experience from the same number of advertised hours in another offer.

If a provider advertises a qualification or subsidised course, confirm the actual course, registered provider and eligibility conditions. Ordinary driver tuition is not automatically nationally recognised or government-funded. Do not deduct an expected subsidy from your budget until its applicability is confirmed.

Use the current written total and your likely preparation needs to decide. A realistic budget leaves room for identified uncertainty while avoiding invented averages, guaranteed pass claims or an assumption that the cheapest initial package must produce the lowest final cost.

Before paying, save the dated quote and note how long it remains available. If the training date is later, ask whether the quoted inclusions and total are fixed for that purchase. This is particularly useful when comparing a limited promotion with a standard offer. Use the purchase confirmation to check the agreed amount rather than relying on a screenshot of a general price page.

Compare complete offers

Compare like-for-like training hours, transmission, vehicle access and test-day support. A lower advertised hourly price does not establish a lower total cost, and a fixed package does not guarantee that every learner will be ready after the included hours.

Check the cancellation, rescheduling and unused-package terms before purchase. Government booking rules and LicenceLane service terms are separate. A change to your TMR appointment does not automatically change a lesson booking.

For LicenceLane services, use the current booking listing and total purchase price. Avoid budgeting from an old blog price or an estimate that omits compulsory charges.
