Converting an overseas licence in NSW starts with two separate checks: whether you may currently drive on that licence, and what you must do to obtain a NSW licence. Your residency status, issuing country and verified licence history affect the answer. A valid overseas document does not automatically give an unlimited right to drive in NSW.
This guide covers car licences. Use the current Service NSW transfer instructions and Transport for NSW exemption information for your own application, particularly if your licence has expired or your visa status has changed.
Check the deadline that applies to you
Service NSW states that Australian citizens and permanent residents, and holders of New Zealand driver licences, generally have a three-month period to transfer when relying on an overseas licence in NSW. The temporary-overseas-visitor pathway uses different rules.
Temporary overseas visitors intending to reside in NSW for more than six months need to obtain a NSW licence within the applicable six-month period to continue driving. Older information about unlimited use by some earlier arrivals should not be relied on; the earlier transition arrangements have ended.
Ask Service NSW to confirm the starting date if you have moved between states, changed residency status or have a complicated arrival history. Begin early enough to allow for document verification and tests. Booking a future appointment does not itself extend your present authority to drive.
Check recognised country status using the current list
Transport for NSW publishes the countries and jurisdictions that qualify for knowledge and driving-test exemptions. The current exemption applies to qualifying non-learner licences that are current or expired within the specified period. Service NSW still needs to verify the documents and your eligibility.
NSW ended Experienced Driver Status for certain countries on 1 February 2026. An old table saying that a driver aged 25 or over can avoid testing under that former category may therefore be wrong. Use the current official list rather than a saved blog, social-media post or another state's rules.
Country recognition and permission to drive are different questions. An expired licence might be relevant to an application or exemption but does not become valid for road use because the authority can consider it. Ask what you may legally do while the transfer is being processed.
Gather documents before making a test plan
Use Service NSW's checklist for the application form, identity evidence, original overseas licence, residency evidence where applicable and any required validation letter. Some issuing countries require additional verification from the licensing authority or consulate.
If the licence card does not show the date you first became licensed, ask what evidence is needed to establish your history. The date on a replacement card may not prove the full period you have driven. Resolve name differences and missing records before assuming a particular NSW licence stage will be issued.
Keep originals available and follow the official rules on acceptable documents. A photograph sent to an instructor or information entered in a marketplace profile does not complete Service NSW's verification process.
Use a translation accepted for the application
NSW has a specific list of accepted translation providers for licence-transfer applications. Service NSW lists Multicultural NSW and the Department of Home Affairs, with specified consular options for Korean and Taiwanese licences. It requires the original translation document rather than a photocopy.
Do not assume that a translation accepted by another state, an employer or an education provider will be accepted for this transaction. Check the current Service NSW instructions before paying for translation work.
Keep the translated information consistent with your identity and licence records. If your names differ across documents, ask which supporting evidence is needed. A translation explains the licence; it does not prove that a separate identity document belongs to you or that an expired licence remains current.
Complete the tests you are required to take
If you are not exempt, follow the knowledge and practical testing requirements confirmed by Service NSW. Overseas learner licences follow a different route from qualifying full overseas licences. Do not assume either that everyone must complete the novice logbook pathway or that overseas experience removes every test requirement.
Prepare using the NSW Road User Handbook and official Driving Test guide. A lesson with an instructor can help you identify differences in observation, lane selection, intersections and other driving tasks. Explain what you have driven before and how recently you drove.
Choose preparation based on demonstrated needs. Years of experience overseas can be valuable, but they do not guarantee performance under NSW conditions. Equally, a fixed lesson package should not be represented as an official conversion requirement unless the authority has actually imposed that requirement on your application.
Arrange a suitable test vehicle and separate bookings
If a practical test is needed, confirm the government appointment and a compliant car. Read the vehicle and document requirements in advance. Check whether an instructor's support service includes a warm-up, vehicle use, travel and waiting time, and whether government fees are separate.
Keep the official test confirmation and private service booking distinct. Changing or cancelling one does not automatically change the other. Make sure the meeting point and preparation time allow you to reach the assessment centre as instructed.
Plan the journey afterwards for either result. NSW does not permit an unsuccessful overseas applicant simply to resume driving on the overseas licence. Ask Service NSW what learner or other authority is needed before further practice; adding a supervisor by itself does not restore a withdrawn driving entitlement.
Complete licence issue and check the conditions
After satisfying the application and any tests, complete the NSW licence-issue process. The licence stage and conditions depend on the rules and history Service NSW accepts. Check the issued authority, including transmission or provisional conditions, before driving.
Once a NSW licence is issued, follow its conditions rather than choosing to drive under the overseas document. Keep the official receipt or temporary authority as instructed while waiting for the card.
