Converting an overseas car licence in Western Australia

Check WA overseas licence recognition, residency timing, translations, verification and the theory and practical tests that may apply to your licence.

Western Australia's overseas-licence process depends on your residency status and whether the issuing country or region is recognised. Start by checking both your current right to drive and the transfer requirements. An application, a driving lesson and a Practical Driving Assessment are separate steps, and completing one does not automatically complete the others.

This guide covers car licences. Use Transport WA's current overseas-licence checker and document instructions for your circumstances, particularly where a licence has expired or needs verification from the issuing country.

Check the three month rule and visitor status

Transport WA states that an Australian citizen or permanent resident with a current, valid overseas licence can generally drive on it for up to three months in WA. Apply to transfer within that period. After the period ends, the overseas licence cannot continue to authorise driving in WA simply because the card is still current.

Visitors, including people temporarily studying or working in WA, can fall under different arrangements. Read the official visitor guidance and confirm your position if your visa status or residence changes. Do not assume the rule applying to a tourist is the same as the rule applying after permanent relocation.

Record the relevant dates and begin the process early. If verification or testing takes longer than expected, ask the licensing service what lawful authority is available. Having submitted an application does not itself extend overseas-driving permission.

Use the current country or region checker

The transfer process differs between recognised and non-recognised countries or regions. Use the official checker for the jurisdiction that issued your licence. Your nationality, passport or the country where you recently lived does not necessarily identify the licence's issuing authority.

WA's transition for the former Experienced Driver Recognition category ended on 31 October 2025. Old advice saying that a driver from that category can avoid testing solely because they are over 25 should not be relied on. Check the current pathway before arranging appointments.

Recognition also does not replace document verification. A recognised-country applicant still needs to complete the application, identity and other requirements. If the card is a replacement or does not establish your full history, ask what additional evidence is needed.

Prepare the application and identity evidence

Transport WA's checklist includes the Driver's Licence Application form, overseas licence and specified proof of identity. Read the current identity requirements before visiting a service centre or regional agent, because documents accepted by another organisation may not satisfy this transaction.

Check that names and personal details can be matched. Bring any required evidence of a name change or original licence history. Keep the actual documents available rather than relying on photographs sent to a driving instructor or uploaded to a private booking profile.

An eyesight check forms part of the process. Declare relevant medical conditions or medication as required by the application and follow any request for medical evidence. An instructor can help with driving preparation but cannot decide the licensing authority's medical or identity requirements.

Arrange translations and verification early

Use Transport WA's instructions for non-English licences and approved translators. The requirements can depend on the licence pathway and whether the document is entirely in English or bilingual. Check before purchasing a translation so you obtain something the authority accepts.

Some countries also require a verification letter from the relevant high commission, embassy or consulate. That is separate from translating the licence. An English-language card can still require authenticity verification under the relevant country rules.

Check how the letter must be sent and whether it must reach the department before you apply. If you have become an Australian citizen and the issuing country's consulate cannot provide its usual verification, contact the WA licensing service about the available process before spending money on tests or lessons.

Understand the recognised country pathway

A qualifying recognised-country licence may be transferred without the theory and practical testing required for the non-recognised route. Follow the relevant official checklist and complete the service-centre transaction, including the required eyesight, photograph and payment steps.

Do not confuse test exemption with an automatic right to a particular licence stage. The authority needs to establish the history and conditions that apply to you. Ask what the issued WA licence will permit if the overseas document has a transmission or other restriction.

You can still choose familiarisation lessons even if a test is not required. Focus those lessons on unfamiliar WA rules, road layouts or vehicle controls. Private tuition should be described as preparation you choose, rather than a government requirement that does not apply to your pathway.

Understand the non recognised pathway

Transport WA's stated non-recognised transfer pathway covers overseas car licences that are current or expired less than 12 months. It requires a theory test and a Practical Driving Assessment. The theory test must be passed before the practical assessment.

Eligibility to transfer an expired licence does not authorise you to drive on the expired document. Ask what permit or other authority you need for practice and attendance. If the licence falls outside the stated transfer period, have the department confirm the correct process.

Study the WA road rules and official test resources. For practical preparation, explain your experience to an instructor and ask for an assessment of the areas needing work. Previous experience can help, but it does not guarantee that every local rule or assessment task will be familiar.

Coordinate the PDA and private preparation

Book the PDA through the official arrangements after completing the required earlier steps. Confirm the assessment location and a suitable car. If using an instructor's vehicle, check the transmission, vehicle suitability and availability for preparation, travel and the appointment.

A PDA in an automatic vehicle can result in an automatic-only licence. Choose the assessment vehicle according to the entitlement you need, while allowing enough practice in that transmission. Do not change cars at the last moment without checking the consequences and controls.

Keep government charges separate from private lesson and vehicle-support charges. Ask which assessment fee is already included in your application before adding it again to your budget. Read the change rules for both bookings and confirm any reschedule with each provider.

Complete licence issue and follow the conditions

After satisfying the transfer requirements, complete the WA licence-issue process and pay any applicable licence charge. Read the issued conditions and follow the authority provided while waiting for the card. Do not assume that a pass result alone completes every administrative step.

If you do not pass the PDA, check the retest arrangements and your current authority to drive before practising. The three-month overseas period, licence expiry and any permit conditions still matter. Ask the licensing service for a clear answer if those circumstances overlap.
